Dear Sir,

South Tyneside Council reports that it aims to reduce emissions by 5% over the next five years by, for one example, modifying its vehicles. South Tyne Star 23rd March 2006 p 3).

But one of the largest sources of carbon is private cars, and the Council plans to increase car use by building a second Tyne road tunnel. The construction of the tunnel will itself require much energy, and therefore create yet further emissions. This is muddled thinking.

The best way to reduce emissions is to reduce energy consumption. That means planning for less traffic - not more.
